Duties of the Auditor’s Office
County Commissioner of Elections
The auditor administers all federal, state, and local elections that take place in the county. Responsibilities include voter registrations, absentee voting, recruitment and training of precinct election officials, printing and counting ballots, receiving nomination papers and notifying voters of elections, certifying results to the state or political subdivision involved and issues certificates of election to the proper person.

The Auditor’s office maintains voter registration records and prepares the list of qualified voters for each election.
Verify Your Voter Registration and Poling Location: Use Secretary of State’s website to verify if you are registered to vote, and find your polling location for each election.
Voter Registration Form: Download and print a voter registration form from the Secretary of State’s website. Return the completed form to our office at 5 W 7th Street, Atlantic, IA 50022 with a “wet” signature. Iowa Code does not allow it to be sent by email.

Clerk to Board of Supervisors
The Auditor prepares meeting agendas and notifies the media, maintains all official records of meeting minutes, Board voting records, resolutions, contracts, and correspondence. The office publishes the proceedings and other legal notices.

Budget
The Auditor receives and compiles budget information from the various county departments and presents it to the Board of Supervisors and monitors the budget throughout the fiscal year. Budgets of other governmental entities are filed with the Auditor such as: Schools, Cities, Townships, Agricultural Extension, Emergency Management, County Assessor, E911 Service Board, etc.

The Auditor completes an annual financial report at the end of each fiscal year. Payroll is processed by this office. Claims for all services and materials rendered and charged to the various county departments are submitted to this office for payment.

The Auditor enters and maintains records of all real estate transfers in the county. The Auditor keeps the plat maps and transfer books current so the public can examine them and determine property ownership.

Valuation and Taxation
The Auditor receives the assessed valuations from the county assessor and applies the biannual equalization and annual rollback to produce the taxable valuation for each property in the county. The auditor processes taxes and produces a tax book for the county treasurer.

Passport Acceptance Facility
The Cass County Auditor’s Office is a passport acceptance facility for the US Department of State Federal Passport Agency and is available to assist U.S. citizens with the passport application process between 8:00 AM to 4:30 PM. Appointments are preferred, but walk-ins are welcome. Contact the auditor’s office at 712-243-4570 with questions.

Items needed to apply for a First-Time Passport Application:
- Completed passport application:
- Applications are available at the auditor’s office for free, or at https://travel.state.gov/content/travel/en/passports.html
- Print legibly in black ink
- Must be error free
- Do not sign the application until it is presented to the accepting agent at the Auditor’s office
- Individuals applying for the passport must appear in person:
- Minor children under age 16: Both parents, and the child, must appear in person and present their identification
- Children age 16-17: at least one parent must appear in person, with the child, and present their identification
- Ask for details if one of the parents is unable to appear in person
- Passport photo taken within the last six months:
- Photos must meet the US Department of State’s requirements which may be found at https://travel.state.gov/content/travel/en/passports/how-apply/photos.html
- Photos are available at the Cass County Recorder’s office for $10.
- Documentation to prove both U.S. citizenship and identity, examples include:
- Proof of U.S. Citizenship
- Original certified birth certificate (issued by the state or county, not a hospital)
- Previous U.S. passport (may be expired),
- Naturalization certificate, etc.
- Proof of identity:
- Valid driver’s license (may not be expired, temporary or learner’s permit),
- Previous U.S. passport (may be expired),
- Another government-issued photo identification.
- Proof of U.S. Citizenship
- Two checks or money orders (debit and credit cards are not accepted):
- One issued to Cass County for $35 (the acceptance agent’s execution fee)
- Another check issued to U.S. Department of State (for the passport application)
- Passport book: $130 for adults, $100 for children under 16 years (may be used to travel by any means to any international travel destination)
- Passport card: $30 for adults or $15 for children under 16 years (may be used to re-enter the U.S. at land border-crossings and sea ports-of-entry from Mexico, Canada, the Caribbean and Bermuda)
- Expedite fee (faster processing): $60
- 1-2 Day delivery (passport books only)
